{"id":605,"date":"2023-01-29T19:41:20","date_gmt":"2023-01-29T19:41:20","guid":{"rendered":"https:\/\/www.nhslothian.scot\/yourrights\/community-empowerment-scotland-act-2015\/asset-transfer-requests-and-community-right-to-buy\/"},"modified":"2026-03-04T08:58:31","modified_gmt":"2026-03-04T08:58:31","slug":"asset-transfer-requests-and-community-right-to-buy","status":"publish","type":"page","link":"https:\/\/www.nhslothian.scot\/yourrights\/community-empowerment-scotland-act-2015\/asset-transfer-requests-and-community-right-to-buy\/","title":{"rendered":"Community Asset Transfer Requests and Community Right To Buy"},"content":{"rendered":"\n<p class=\"has-regular-font-size\"><a href=\"https:\/\/www.gov.scot\/policies\/community-empowerment\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Community Empowerment (Scotland) Act 2015<\/a> introduces the right for community transfer bodies to request a <a href=\"https:\/\/www.gov.scot\/policies\/community-empowerment\/asset-transfer\/\" target=\"_blank\" rel=\"noreferrer noopener\">Community Asset Transfer<\/a> for ownership, lease, management or use of publicly owned buildings or land they feel they could make better use of.<br><a href=\"https:\/\/www.gov.scot\/policies\/land-reform\/community-rights-to-buy\/\" target=\"_blank\" rel=\"noreferrer noopener\">Community Right to Buy<\/a>allows communities across Scotland to apply to register a community interest in land or buildings, and to be given the first right of refusal should the landowner decide to put the land up for sale.<\/p>\n\n\n<div class=\"gb-container gb-container-155f431b\">\n<div class=\"gb-container gb-container-ffa5d85e\">\n\n<p>NHS Lothian own or lease the properties listed <a href=\"https:\/\/www.nhslothian.scot\/yourrights\/wp-content\/uploads\/sites\/7\/2026\/01\/NHS-Lothian-Property-List-Jan-2026.pdf\">here.<\/a> <\/p>\n\n<\/div>\n<\/div>\n\n<div class=\"gb-container gb-container-e485a9c7\">\n\n<p class=\"has-regular-font-size\" style=\"margin-top:var(--wp--preset--spacing--50);margin-bottom:var(--wp--preset--spacing--50)\"><strong>How to submit an Asset Transfer or Right to Buy Request <\/strong><br>If you are a <strong>community transfer body<\/strong> that is interested in making an asset transfer request, please email <a href=\"mailto:Loth.comempreq@nhs.scot\">Loth.comempreq@nhs.scot<\/a>. NHS Lothian will allocate a lead officer to discuss proceeding with the application.<\/p>\n\n<\/div>\n\n\n<p><strong>Community Asset Transfer Requests<\/strong><br><br><strong>Belhaven Community Garden<\/strong><br>The Board has received a Community Asset Transfer request for part of the Belhaven Hospital Site at Beveridge Row, Dunbar, EH42 1TR.  <br>Any representations made to NHS Lothian
